“Public Administration in Managing Global Megatrends: People, Public Services, Institutions, and Ethics”

Bali, Indonesia, 16-20 September 2018


Recently, many research institutions released reports on the main forces that drive the future of the world, namely the global megatrends. Some of these significant forces include the growth of technology, climate change, ageing population, urbanization, and shifts in economic power. In private sector, it is argued that the global megatrends have opened the way for the fourth industrial revolution. The trends have changed the way business people behave and build strategies. Governments and other public sector actors across the globe have also responded to the trends, either by riding the opportunities provided by the trends or by mitigating the risks that follow. Their responds include, to name some, changes in the way government manages its civil service, innovative approaches in the delivery of public services, shifts in governance institutions, and reinvention of public sector ethics.

The National Institute of Public Administration (NIPA, also known as LAN) as the host for the EROPA (Eastern Regional Organization for Public Administration) Conference 2018 invites professionals, scholars and practitioners, graduate students and researchers in the Asia-Pacific and beyond to present their research, insights, and experiences on public administration and its contribution to manage the global megatrends.

Conference Themes and Subthemes

Theme A: New Approaches in Human Resource Management in the Public Sector

The dual pressure of globalization and localism forces government in developing countries to better understand the needs of their citizens and potential tensions in the society. Socio-cultural awareness, thus, have become a necessity for everyone working in the public sector. Meanwhile the rapid development of technology must also be accompanied by development of human resource management in the public sector.

Sub-themes for this session include:

  • Enhancing human resource capacity to promote innovation
  • Integrated human resource management strategies for public sector
  • Policies and Instruments in human resource development
  • Maintaining employee engagement and motivation in times of rapid change

Theme B: Challenges and Strategies for Delivering Better Public Services

Asia’s population is growing old and projected to reach as many as 923 million by the middle of the 21st century. The number of population that once was a great modality of development will soon become liabilities when their access for basic services becomes poor. Meanwhile, more and more people are moving from rural to urban areas, with almost 200 million recorded to went urbanized during the first decade of the century. Meanwhile, the rapid growth of technology has been followed up by governments across the world by invention and innovation in the delivery of public services.

Sub-themes for this session include:

  • Innovation in public services delivery to cope with the megatrends
  • Policies on eradicating poverty and inequalities
  • Strategies to build an e-services: Experiences and lessons
  • Public services delivery in the era of sustainable development

Theme C: Refining Governance Institutions for the Future

Knowledge-based economy needs knowledge-based approach to governance. Utilization of evidence-based policymaking, open government system, and e-governance is more important today than ever. Technological growth has helped Asia-Pacific countries survive the last two economic crises. Startups and tech billionaires grow rapidly in number. People become more aware of the strengths and weaknesses of their government. Governments have to equip their employees with capacities to master those concepts. In the near future, some of the known positions in government bureaucracy could be replaced by artificial intelligence.

Sub-themes for this session include:

  • Building social capital and social trust between government and the citizens
  • Governance approaches and sustainable development
  • Developing knowledge-to-policy and evidence-based policy
  • Strengthening public-private-society partnerships to address common challenges

Theme D: Redefining Public Service Ethics

The growing importance of social media has changed the way people, including civil servants, interact and voice their concerns. Are social media account private or public sphere? How much freedom should government provide for civil servants to voice their concern on their social media accounts? Governments today have to deal with competing, wicked problems. Environmental degradation, economic crises, and demographic changes, to name some, have changed the way bureaucrats interact with politicians as well as with citizens. Does common public service ethics still matter?

Sub-themes for this session include:

  • Managing integrity in the public sector
  • Shall we expand or limit public service discretionary power?
  • Lessons in the implementation of values-based governance
  • Contemporary public service values in the era of social media

All papers presented at the conference will be published in a conference proceeding by recognised publisher and indexed. Selected papers will have a chance to be published in the EROPA’s Asian Review of Public Administration (ARPA) and other indexed journals. EROPA also provides Carlos P. Ramos Award for best conference paper.

Paper Submission Guidelines

  • Paper presenters should submit papers that are relevant to the themes and sub-themes of the conference. Papers on practical, real cases and experiences are encouraged to ensure that they are helpful to practitioners’ decision making.
  • All papers should be written and presented in English.
  • Paper presenters should first submit a 200-word abstract before they can be invited to submit their full paper. A biographical sketch of not more than 100 words should also be attached as well as author(s) consideration of the relevance of the paper with one of the themes. Decision upon the latter is under the responsibility of EROPA Secretariat and the Conference Organizing Committee.
  • Paper presenters who have been notified by the Organizing Committee to submit their full paper and Powerpoint presentations should do so on or before the given deadlines. The paper should be from 6,000 to 8,000 words long, inclusive of notes and references, and should be typed double-spaced on A4-sized paper using the Times New Roman font, sized 12 pt. If necessary, the paper should include figures, graphs and tables.
  • Papers should be organized according to the following sequence: title of paper, name of author/s, abstract, main text, references and appendices (if needed).
  • Papers should also include a cover page with the following information: title of paper, sub-theme, institution or agency, country and contact information, as well as logistical support needed (e.g. additional computer unit, laser pointer, etc.).
  • References and citation should follow the APA style. Please visit http://www.apastyle.org for more information on the APA citation format.
  • Each paper presenter is allowed a maximum of 10 minutes for presentation and 5 minutes for answering questions from the audience.
  • The Asian Review of Public Administration (ARPA) will consider quality papers on important and internationally relevant developments on public administration in the Asia-Pacific region. Paper presenters who wish to have their papers considered for publication in the journal must adhere to the journal style guidelines set forth by the ARPA Editorial Board.
